i think IT isn't very neat, it's how IT works that will amaze everyone. from the drawing on the first page of the patent application, i'd think that someone figured out how to transform the instability of the device into driving power. just a guess

 

Since it's 1/4 to 3 and with a few cervasaz in me, allow me to speculate. Best I figure is it's some sort of scooter but with a gyroscope which makes it impossable to tip over when riding. Although I'm kinda hoping for the Jet pack!

I think it may be some kind of wheeled stair-climbing device for the disabled.
