I remember reading about a guy doing something real similar several years back in Road & Track. He was getting pissed off at all of the speeding cars on the street in front of his house, so he stood in front of his house and aimed a hair dryer at the passing cars. There was one set of skid marks 50 feet long if I remember correctly. I think he ended up getting in some trouble for disrupting traffic or impersonating a police officer so you might watch out.
