What's up with Bunta's chain smoking?
Not that I've never smoked, in fact, I used to be quite a chain smoker. However, what's up with Fujiwara Bunta (Takumi's old man) chain smoking in the Initial D series???

I think its just to show Bunta's nonchalantness when he is rippin' through turns at speed showing incredible skill. As for his eyes, they're just droopy...lazy...again to show how effortless his driving skill comes to him.

I agree with NeO, the series writers take great pains to put a little Zen into Bunta and Takumi's actions, and it's all about the little things. They've given Bunta a sage-like quality, so much so, that his cigarette is more like incense than tobacco.
