What's "weather"?

I just saw a headline from the Associated Press:

Flooding the latest weather threat in Midwest.

Flooding may be a threat in the Midwest - it probably is - but flooding isn't weather.

flooding comes from heavy rain which is considered weather

But it isn't, in itself, weather.

If a dam fails . . . .

Natural disaster? Of course.

Weather? Nope.

Did you just start a thread to talk about whether weather is weather or whether something cause by weather is weather? Sometimes you have to weather the weather, whether you like the weather or not.
