Of course, rather than having an regular user go through the trouble of navigating thru (or even finding) the MMC and setting a local policy, it would be far easier to just:
- Go to the "Users and Passwords" Control Panel
- Go to the "Advanced" tab
- Go to "Secure Boot Settings"
- Deselect "Require users to press Ctrl-Alt-Delete before logging on."
But again, that's not what he asked for.
