With the limited availability in office space in Manhattan it probably won't be that much of a problem. Also there will be companies that want to be in there to show support against terrorism.

That said, I'm glad they decided to build a structure to rival/beat the Petronas Towers. Definitely gives a big you to terrorists...you hurt us, we rebuild bigger and better than ever.
