WTF is with these rental car charges?

ive rented before and i've never seen these charges b4... wtf??? this is for vegas rental.

is this vegas-only kinda thing????

Concession Recovery Fee (10%) $15.63
Customer Facility Charge ($3.00 per day) $9.00
Highway Surcharge (8%) $14.26
Sales Tax (7.75%) $13.81
Vehicle Licensing Fee (4%) $6.25

yea, a lot of that is either unique to vegas or nevada.

I know in FL you pay sales tax and MAYBE something for highways, but 1, 2, and 5 are BS surcharges.
