Your job: which option would you choose?

from the point of view of the person being employed: there is no question you would take the pay cut.....3-5% reduction Vs possible 100% reduction...ummm yeah
the better question to ask here is: As the employer, you have to make a "one or the other" choice on the two scenarios you described and implement it without the employees input. which one do you go with and why?

^ Columbus Police you smart ass. Even worse is that they don't want to give up their pay increases. 27 recruits will be let go just as they all had quit their jobs and started training.

Google is your friend.

... you've been taking a slightly larger risk than you thought all along... (about 95-97%)
I'll take the lay off and nice severance pay...and have the company declare the largest chapter 11 bankruptcy in US history in five days.
I kid. I would've loved to take the pay cut at first and made the transition to the new company and then get laid off to actually be able to collect my severance instead of getting in line with the rest of the creditors.

Just read that umemployment has reached 5 million (highest ever) and the dept of labor expects the Feb number of jobless claims to top last month's record of over 600k. Those are staggering numbers and the trickle down effect is going to be brutal. I think it's not a case of 'would you take a reduction' so much as 'how much of a reduction would you be willing to take'.
Pay cuts. I was laid off from a telecomm company in December and while it all turned out roses (new job I love in a new city I've wanted to move to for 4+ years)... being laid off sucks. I'd have much rather ridden this out with my old company and not had that stress and worry of finding a new job as I know most aren't as lucky as I was.
I would definitely take the pay cut. I need the security of knowing I have a job to come back to. I can always look for a higher paying position as I stay with this one in the mean time.
