You're not sure? If he doesn't have an account, then it's 100% fishing for his info.

I keep recieving ones suppossedly from ebay that I need to update my account info or have my account suspended. At the bottom it tells me that I need to include my name, SSN, and credit card number. Of the 3, my name is the only one I ever gave eBay. I've forwarded them to Ebay's fraud department (or whatever it is called) before but it doesn't seem like they actually do anything about it.
