yeah a zombie probably has a low heat signature but i think if you put a zombie detection attachment (boosts the signature) on that thermal cam it would look like that.

IF it's a virus-based zombification.

There are also supernatural-based zombifications that do not involve reanimating the bodie's basic functions, and merely control the fleshy being via supernatural methods.
