Well, I'm not sure. I don't want to go too dark just because it is super dark inside the cockpit anyway. I would however go 5% on the rear window. The Washington legal is just a smidge darker than Oregon legal right? Like 10% or something?
I just checked and there must have been some updates to the law - online it states that both states are at 35%. So I guess they are the same - I thought Or was at 32%.

Ok, I actually thought the same thing though. "TP? That MUST mean toilet paper"

For CR lip, I think most people on the boards use Hardtopguy for OEM parts. If you're looking local, you might check with Wilsonville Honda. I believe we get a small discount for being from s2ki. They occasionally come up in the FS forums. I don't think they are worth the price from the dealer.

I guess I will just install it and see if it leaks at all. if it does Iam considering header wrap as a poor mans alternative to actually fixing the real problem

I thought the lip on the CR was part of the front bumper?

So it basically does nothing, and is illegal? I am confused
Yeah. It's like saying having no brake lights does nothing (but that's illegal too). Putting a test pipe on the car means you aren't doing something -- you aren't reducing the emissions by using a catalytic converter.

FWIW, this has to do with air quality emissions, not climate change emissions. There's a difference.
