My soft top is gutted, and never had any idea that the passenger side window is tied to the modeule. I purchased a new soft top control module, and that was the issue.

Soft Top Control Module P/N 86500-S2A-A01
Thanks.
My issue was something much simpler. Operator error. Window was locked from the drivers side switch. Duh..

omfg I was so frustrated after trying to find out why It didn't go up or down. Fuses were good, grounds were good, switches had power.......but then I looked down and saw that dreaded lock switched to on and i died inside
