What's wrong with my paint?

I'm pretty sure it's adhesive from something--a vinyl wrap or 3m paint protection film.

Looks like you'll need to loosen it first before picking it off. Try something like Autoglym's Intensive Tar Remover. I used it when peeling off my windshield tape. Doesn't harm the paint in the slightest.

Oh really? Sweet. They were shaved off when I bought it so I got black ones to put on because I think it looks better than silver or whatever color it came with

You might want to hit it with some heat to loosen it up some. Try using a hair dryer.

if it's an adhesive, WD-40 or GooGone will soften it into goo and make it easier to clean off with a MF towel.

I'll try that as well. I ordered some Autoglym's Intensive Tar Remover for cheap that should be here this week. If that doesn't work I'll try what you recommended. Thanks.
