D90, is the better choice for a starter DSLR. But the lenses are more important than the camera body.

I would recommend either Nikon or Canon as it is easier to find lenses for them. If your friends or family might have one brand, you might lean towards that, so you can borrow or share equipment. Also lots of car photography seems to be done with wide angle lenses, so you might want something wider than the kit lens in the future.
For night photography, you will need a good tripod obviously. I like Manfrotto quite a bit, as they are solid and not too crazy expensive. In addition, you will possibly want a shutter release cable or use the 2 second shutter delay so the tripod will stop shaking before the photo starts.

I pondered the D3000 and D5000 for awhile, but I took peoples advice here and went with the D90 and have never looked back! yes its more expensive, but I dont think I will have to upgrade for a really long time
