1) make a new blank layer
2) paint over the wheel in the color you want
3) in the layers pallet change the drop down that starts with "Normal" to match what you want to see, try: color, hue, multiply, or screen (or use your up/down arrows to cycle through all of them)
If you make a mistake just delete the color layer. Also, if you want to change the color later right-click the layer and go to blending options, choose color overlay, choose a new color, and in the options choose Color or Hue.
