Default Help identifying a problem

Right in front of my passenger side view mirror, there is what seems to be some extremely light scuffing/scratching covering the area about the palm of my hand. It's not extremely noticable, since the car is GPW. What's kind of odd about this area is that water seems bead off of this area more than normal - even after I've given the car a good wax. I have tried putting some extra elbow-grease in this area when washing it, but nothing really happens.

Can someone help identify what is going on here? To me, the odd part is the water-repellant properties of the scuff-area. Do you think something like this would work?
