Specific primer for S2k body?
So I am repairing my front driver fender (very front of the fender). I beat it back into shape, filled it, then primed it (spray can). I used a couple of coats on the fender, and let it sit for at least 5 days (being too lazy to finish it
). So today I go to put it back on so I can drive it to work and what not, and decide to put on one last coat. I then go to lightly sand it and it starts to peel/ come off in small chunks. So I take my fingernail and scrape it and behold it comes off like it was just put on 5 minutes ago (all the way down to the steel). So my question is: is there a primer that is recommended for steel? I am in Hawaii but the humidity is really not as bad as the south east (from pensacola) and the primer was applied in my garage with the garage door open along and breeze flowing. I am super pissed that this happened but am glad I found out instead of painting over the primer. Please input and thanks for reading!

Wow I am an idiot lol. Ok so I revised my post for steel. I do not have access to a compressor and spray gun. I am just confused on why the coats are coming out like this. I might just get another fender lol.
Here are some before pictures:

and after I sanded and reshaped:

I applied the bondo to fill-in the small dimples and cuts from the hammer and sand(Not so bad for the first time tackling it with a hammer and universal dolly lol). Obviously it is not going to be perfect, so I then apply another coat of bondo and sand. Then comes in the primer, which did not stick to the metal. So I scrape (yes with a flat head lol) all of the primer off and sand it down to metal and what little bondo is left. I then use bondo again and this time I go easy on sanding the bondo and leave a little more on. So I spray it with two layers of primer and I let it sit in the sun for a little while. I think not letting the primer bake in the sun is what caused it to not fully dry. I do not have any pictures of the bondo or the not-so-dried primer, but I will upload the finished product(primed) sometime soon.
