Default Are these tophats complete?

I am looking to buy a set of tophats to install my KWV3s. I saw these on ebay and was wondering if they are complete. When I was looking at Honda OEM parts, they have the large rubber bushing on the top and the bottom, but these don't have them on the bottom. Is it needed for the install or can I buy these?

No. As you suspected, the lower bushing is missing (#1, p/n 51631-S2A-004)
It's also missing the collar that is inserted through those two bushings (#8, p/n 51728-SR0-003)

You'll probably need the bump stop plate (# 7 in the pic, p/n 51689-S2A-004) *EDIT* You can't use this with the KWs

You can likely omit 3, 5, 6, 15 and 16 assuming that the KWs come with dust boots and bump stops. #7 will go on after the dust boot on most aftermarket damper kits that re-use stock top hat kit parts. *EDIT* They don't. You'll need 3,5,6,15.

P.S. You'll probably notice that a rear shock is pictured. In the case of the S2K, the bushings, collars, and bump stop plates are the same front and rear, and across all years, including CR.

Thanks for the info! That's the first I've heard of needing the bump stop plate though. Most threads I've searched say just the left side of the picture is needed.

I guess I'll just buy a complete set of shocks just so I know I have everything.

I looked into it a little further and the piston rods on the KWs are not compatible with the OE bump stop plates, so don't worry about those. However, it does look like you'll need the bump stops and dust boots (5,6,15), as well as the dust cover plates (3).
