Im having an issue with my passenger side headlight. I thought it was the bulb that was blown, but after changing it out I still can't get it to turn on. Any thoughts?

The car is basically brand new as far as miles... Its a 2000 with 3700 miles on it, could it be the ballast? I wouldn't think it would be from just use...

 

Swap ballasts from side to side and see.

 

just the low beam/HID, or high beam too?
