You mean the tail lights? Got the right bulbs? In the early cars the brake and tail lights are two filaments in the same bulb. 2004 and later they're a LED fixture.
@oth do you happen to know the part # for the relay?
Running into same issue, assuming likely the relay:
- replaced bulbs
- tested fuse, and replaced fuse just in case
- Do not hear the relay click when turning the lights on.
- Confirmed my tails license plate light turns on when locking the car but the rear running light do not turn on when the lights are turned on.
Next step will be to test by swapping out the Taillight relay with the starter cut relay + will test the relay in isolation.
I'm not sure what relays are interchangeable. I do recall there are part numbers on the relays though. I'd look for those before trying to stuff what may be the wrong relay into the wiring block. May be as simple as pulling the relay and taking it into an auto parts store or Honda dealer.
It was the relay, swapped for the one next (e) to it and the running lights are now working. Given that the relay E wasn't in place the car started up without hitting the start engine button just by turning the key.
Thankfully seems like the relay might be the same ones I have for my hardtop subwire harness will confirm when I get home

Following up on the thread, looks like the replacement for the the relay is 39794-S0K-A01
Per doing some research, the part numbers for that are:
- Omron G8HL-H71 current OEM part
- Bosch 0986AH0092 seems to be compatible as well
The omrons were difficult to find originals directly (lots of clones) so opted for the Bosch will follow up once it arrives.
