I have been searching the site about tweeter installs. I did not find anyone that tried an external mount on the dash. The tweeter would sit atop the dash near the windshield. Will the windshield deflect the sound toward the persons in the cabin? Does this seem like a good mounting spot? I am trying to avoid cutting on the door panels and such.

Yes windshield will deflect sound. Glass will reflect sound that is attenuated. Imagine that it's a mirror for sound. It's possible to control how you'd like the sound reflected by adjusting the position of your tweeters on the dashboard and where it's pointing to.
However, sound diffuses in all directions and the windshield is somewhat concave in shape so it's very challenging to get a very "focused" sound image, like that of a singer in a vocal track. More likely than not the sound will appear to come from many different source. If you like to be surrounded by sound, this may work out just fine. Others prefer a more "focused" image.
Mounting on the dash also makes the sound like it's coming from the dash level instead of from the footwell. I liked that when I had my tweeters running in the a-pillar, pointing towards the center of the windshield.
A lot what it sounds like also depend on how the tweeter is designed so check the installation instructions of your speaker set as well. Only experiment will tell you what works best for you. I'd start with putting the tweeter on the dash at the far corner, cross firing.

It is a great spot for tweeters. The RSX tweeters are set up like that, and it makes a huge difference. The sound reflects right into your face. My problem is, I don't want to hack up a $500 dashboard. If you don't mind doing that, by all means, hack away.
I do not want to cut. I was going to use the mount that sits on top. I figured I could hold it in place with a strong double sided tape.
