Haltech can be OBD-II compliant in the same manner as that subaru application, but not with the shelf patch and play loom harness. Essentially that subaru box works in parallel with the factory ECM. It controls the vitals on the engine such as injectors, coils and other additional sensors and leaves the factory ECM in place for Can Bus control and OBD-II port hook-up. I dont know how they are handling some of the potential fault sensor codes that could arise, but I am sure they have worked that out. The s2000 is a much more basic ecu in comparison.
I am considering developing our own harness to allow the sprint 500 box to work in conjunction with the factory ecu for OBD-II compliance in the similar manner.

And now that the xtreme obd 2 is gone from the market AEM is out of the out of the question.
Man I miss the old obd1 days. Solder,Chip,Tune and go.
