Default comptech pulley alignment

Is there anything that is missing that is not helping the pulley align?

Yes, the problem is your tentioner bracket/pulley is mounted to the wrong side, it should be mounted to the outside(face)of the blower face plate.

Your SC pulley is also on backwards. Flip it around.

looks like the tensioner is now correct but the pulley does look flipped. idk hard to see in the pictures but mine sits VERY close to the blower housing itself, and is flat on the blower side and stepped on the backside with the bolt

You might be missing the large comptech washer that goes behind the pulley to stand it off slightly. It is currently on backwards though.

I lost mine at one point when the pulle came off on me, I managed to find a washer that fit close eough to work. It needs to be about 1/8" thick and fit over the 7/8" shaft of the blower.

Typically you do have to give them a bit of a pry, not uncommon at all.
