do turbo first. even stock exhaust can flow decent in the 300whp range. worst case your giving up 20whp across the rev band. i wouldnt worry about the exhuast right now.

and do you have oem cat or HFC. and do you have emmisions testing in MA?

yes we do have emission testings and i have the oem cat

If MA is like NY they wont hook you up to a sniffer, so test pipe should be fine. The engine management is what will make passing inspection a problem.
