Because it maximizes/more efficient with how the power delivery builds for an SC. A 4-1 design is most efficient in the mid/upper rpms, same as the centrifugal SC. 4-2-1 design incorporates lower rpm scavenging for a well rounded rpm efficiency range/lower rpm trq, sacrificing some of the upper rpm power potential. This is consistent with any set up, N/A, turbo or SC. This 4-1 design header just makes sense for where in the power band the SC makes its power.
