It looks like "krinkle paint" by krylon or VHT. It has the same texture as the AP1 plug cover. John_Z has one. I've seen it in person and is very clean.

nope i simply used the wrinkle rattle can from krylon. i did a very thorough process though by stripping off paint with aircraft remover, used a high temp primer, and finally coated it with the krylon paint.
