The turbo has two separate divided feeds from the exhaust manifold so that the pulses from opposed cylinders do not interfere with each other.
Typically a dual scroll turbo will spool up faster than a single scroll one, Borg Warner are big in dual scrolling turbos especially with their new EFR turbos.

If you have an equal lengths manifold designed to work with a dual scrolling turbo then running dual wastegates will make the best use of the turbo, it gives you a wastegate for each side of the manifold.
