Default Low Boost out of Comptech

So im at a loss of knowing whats going on. Ill give you a bit of detail about the AP2:

Comptech Kit
Tuning by K Pro
750cc injectors
SOS 3.2" pulley
rest of supporting mods to make it work

So at first we tightened the belt on the supercharger pulley to 1/4" degree of deflection and thought that would do it since it was loose. Now, it doesnt seem to slip anymore but its only hitting 8.0-8.5 pounds of boost. The pulley is rated at 12.8lbs at 8K on the 2.2L. I have the aftercooler, so I know about .5 pounds are lost with that, but I just dont know what to do?

Any help would be great, because the car used to run at 12Lbs before but now just is horrible.

Belt Worn out?
Belt Slippage?

Check your Conections in the Aftercooler

belt is not worn, maybe slipping not 100% sure.

How do you check a BOV for leaks? Check the internals for holes/gaps?

I took a look at the BOV, but, at the bottom of the BOV where a vacuum line goes, there is no hose?!? Is this normal for this setup because i've had a bosch bov and it had a vacuum line running to it.
