Whistling sound? Mine sounds like an F1 race car with open pipes when the wastegate opens. No whistling sound here, just pure screaming and "Holy Sh!t! What the F@$k was that!?" from people near me when it happens.

If the gas bypasses the turbine, it doesnt spin it. It doesnt matter if dumps to atmoshere or back into the downpipe, it hasn't imparted its energy into the spinning of the turbine. The downside to dumping back into the exhaust is higher backpressures on the system, upside is potential eco-friendy-ness.
Unless you are catless as most of us are. 3" straight back one small bend and no cat to slow anything down.
