really there isn't much building needed, go to BHphoto.com, buy 2 heavy duty suction mounts, 2 manfrotto grips, a magic arm from Bogen, and get some piping from Home Depot and you have a rig.
It's not cheap, but if you find someone who has rigs for sale they are going to go for around $600, this setup is less than $400 worth
