as for the atom, i would love to drive one. i must imagine it to be at least 2x as better as the s2k handling and acceleration wise

They can be made street legal. My guess is that it's done by shipping the engine/tranny in a seperate crate and then installing them once they are in the US. I believe it can then be registered as a kit car.
There is a guy in washington state that owns two of them. He had one for sale for something like $50,000. He was selling it because it was an earlier generation and he wanted the newer version.
