Is this the classic J's goes BOOM episode?

Been around for a while - but a question - why does the J's driver like driving with one hand on the parking brake the whole time? Is there someone who speaks the language here for a possible explanation?

Seen it a few times before....they are truely some skilled drivers to be able to control those cars in the rain....Im still getting use to driving RWD....its very different....and kinda scarey...but that makes it fun i guess.
