can someone change the color off the car that tanterman drives the bleu NSX to a red one to see how the wheels look

Well you outline the parts of the car you'd like to change. Than desaturate the color. With either the Hue/Saturation tool or the Color Blance tool find the color that best matches what your going for.. good luckk.
