I saw this on audiworld a few days ago. My daily driver is an 01 S4 and I put this on my desktop to distract me at work.

That is cool

Anyone know the settings on a camera to blur lights like that? I've been using a a night setting on my Sony Cybershot to do it, but if the camera moves at all on that shutter setting the whole picture gets super blurry.

It is called a tripod and a SLR Camera my friend.

When the shutter is slowed down and it is on a tripod, the only thing that will blur is what isn't moving with the car.

You dont need an SLR to achieve that pic. You can use any ordinary cam, put it in shutter priority mode or manual mode, adjust the shutter and snap away

I bet you could do that easy with a camera mount where the windscreen goes on the S. However, you'd definetly need a tripod or at least a super steady hand to do that in an Audi
