if you're going for the shallow depth of field look for the pics, i'd recommend selecting everything but the car & horizon, then put a gaussian blur of a couple percent, then that should get what you're trying to achieve.

Yeah, I am not sure how you did the blur in your pics (just the blur tool??), but a better way to do it is like arrrmand said. Select everything but the car using the polygon lasso tool and then apply a filter to what you have selected. The filters are fun cuz you can just "guess and check" with them till you find one you like
