Nope. What appears to be tail lights are actually exhaust fan ports....not fans for the exhaust system but a large fan that is designed to create huge amounts of down force by actually sucking the car to the ground. Chaparral pioneered this technology and was very successful with it. The exhaust fan port (that look like tail lights) even have little compressed air jets around them...compressed air is shot out to in order to make the air from the large fan able to exit the car at the tail lights with as little turbulence as possible.
Now you know why Ferrari did not bolt a giant wing on the car....in stead of air pushing down it sucks it up from under the car and spits it out the back just like they did it in the 60s.

I don't know about the history of fan cars, but Brabham did it in 1978 in F1.

I'm sure the F599XX fast as all hell, but it's fugly as all hell too. And for the money I'm quite positive you can get just as ugly of a car that will out perform it.
