It says OEM lips with no splitters, but there are many out there with aftermarket bumpers. I wonder how that falls under the rules.

This isnt a Nasa event that requires it all. Yes it is wheel to wheel, as all drivers are competing for a position rather than a lap time.

The HT cup per event is a 5 lap race.

As far as splitters and ruling goes...There is aero allowed, although you will have to suffer penalty in timed grid delay and points.

I can't imagine vying for position in cars that lack proper safety equipment, because sometimes the gap for a position gets closed REALLY quickly:

Rules similar to any open passing track day rules in California. Essentially no dive bombing people under braking. If you can see their brake lights you can't pass. If you get a good run on them on corner exit and get along side then you can pass them under braking. Again almost any open passing track day in California will have more aggressive passing than this, and a MUCH larger difference in speed between the various cars.
