David, a lot of the cars aren't driven that low. Having participated in a few car shows, I can tell you that a lot of guys/gals just drop the cars on their guts for the show.

A lot have adjustable coilovers and just wind them down. One guy in a Prelude actually took his springs OUT for the show! (he won the 'lowrider' award).

It's true, cars that low are undriveable and do look kinda funny. Even 2 litre touring cars are mandated by (in Australia anyway) CAMS to have 2" ground clearance - and these cars drive on 'rice'paper-smooth racetracks!
