as for the esstookay ones.. be sure your image is RGB.. Image>mode>rgb.. then, just click your layer.. then filters>artistic>cutout and there it is....
as for mine and Pmantis's work.. its a lot more intensive and time consuming.. I know I spent somewhere in the neighborhood of 4 hours doing the Amuse car... it was a combo of a lot of tools, gradients, layer combining.. blurring.... etc... I don't think I could even write a tutorial on it if my life depended on it
Maybe Francis has a better grip for it...

EssTooKayTD thats cool if thats what you were going for but alot of poeple dont understand the time and effort that goes into illustrating and think that its just a filter or something, glad to hear you understand and thanks!!!

Gonna have to have you do my '04 when I mod it up a bit

Dark_Sub_Rosa: gradient mesh is super fun but it takes forever to reach a photorealistic image. anitalias is just adding more pixels to a images edge. like the higher the aliasing, more pixels, the smoother the edges. lesser aliasing, rougher the edges. pretty simple.
