I think your wheels look fine the way they are now. If you insist on painting/powdercoating the centers though, try gunmetal instead of black...personally, I think it'd look better in gunmetal.
As for the rest of the car, definitely paint the lip and pull off the rest of the windshield tape.
Also think about painting your hood, but leave the CF vents unpainted, like this:
yeah yours came out good i like the way it looks. my gfs dad can paint, ive seen his work it comes out really good and the color matched nicely so i guess i'll turn it over to him to paint it up. i was just wondering on where to get the paint, im sure he knows i was just curious. and is ap1 gpw and ap2 gpw different. i parked beside a gpw ap2 one day and the white on our cars was noticably different

Unfortunately, that isn't my ride I posted up...but it's definitely a nice ride. But yeah, definitely think about painting your hood that way, along with the other suggestions I gave you...I personally think your ride has the potential to be phuckin CLEAN.
As far as the differences between AP1 and AP2 GPW, I don't think there's a difference in tone. Perhaps your paint just needs a good detail/touch-up, considering the age and wear-and-tear through the years. You can probably get that taken care of when you get your lip painted. Speaking of which, don't worry about the double-sided tape...just get it painted and worry about that later. Or, better yet, have it molded into your front bumper.

sucks the guy i got that lip from 2 sided taped the hell out of it on there so its gonna be a pita to get it off for paint lol
If you go to a paint supply store, or maybe even the 3M website, theres a adhesive remover thats works really well for big jobs. Its shaped like a wheel and it attachs to a drill. Its like a giant eraser that you just run across the tape and it removes it. Still takes a little works, but its ALOT faster, and you dont have to wreck your fingers rubbing like hell. I used it when I removed my Comptech sideskirts.
