I am taking a good guess since they use something alot like it on the s13 drift cars. Its a lock so you have no clicks ( constantly holds the button down) so its seamless up and down motion.

that's it it's call a turn knob, but i don't know why

wait a minute i'm completly wrong. i didn't check before posting. sorry

i think it's some kind of adjustable brake proportionning valve (brake bias). it's use to adjust brake power relative front to rear so you can fine tune the braking systeme on the fly. it is pretty useful on long run 'cause you can adjust to a decreassing fuel load during the race for exemple
