They are the headlight washers.
On pre 2004 cars, they're not painted bumper color, which kinda sucks.

Headlight washers sucks anyway... prefer the JDM bumper with no headlight washers. It's much cleaner.

well the CTR oem rims were:
18 x 7.5 + 55

the CE28N time attacks on it now are:
18 x 7.5 + 50

so yeah, it's not as aggressive as it could've been. But these were the only time attacks in stock, and the owner didn't feel like waiting 4 months for a made to order set.
