The fact is, tires weren't designed to be stretched that much. Not only is it probably unsafe, but you're getting less traction than you would with properly sized tires.
There is no good logical reason for stretching tires that much, unless you count the "I need to stretch the tires so they don't rub" argument, which wouldn't be a problem if people ran wheels that actually fit their car in the first place.

I guess if people do it for looks alone, that's one thing, but I still don't see why anyone would want to sacrifice so much performance and safety just because it looks "sick".
