can someone tell me what kinda filter do you use in photoshop to get this kinda blur

It doesn't look like a particular filter was used to get this shot - the photographer most likely used a rig with a camera attached. After the rig was set up, the photographer probably had someone push the car from the back to get it rolling in order to get that blurred background effect.

The pic is original, but Try Radial Blur filter in PS, it might add some sort of similar effect.

Looks like they just slowed down the shutter speed and possibly did some touch up editing with PS. Most blur background auto/rolling shots are taken pushing the car or doing 5 - 15mph.
