Default Performance Chips

Is anyone familiar with PCD Performance Chips? The claim is up to 50 HP and 1-3 MPG increases with a 10 to 15 minute install time for 70 bucks. There are numerous websites with these modules and I am wondering if they are legitimate.

Their website makes for hilarious reading, they sure shovel the shit hard. Looks like some cheap ass resistor that feeds a misread to the ECU to advance timing or mess with some other parameter. IMO it's the electronic version of the Tornado.
