Bro - your power steering is electronic hence the acronym EPS in this car - i.e. no fluid or reservoir tank etc.. That line you are point to is a AC line and from the looks of it someone has put a rubber hose around it to prevent things to rub a hole in it.

Do you think is necessary to replace it?

If AC is working then it should be good, what you probably need though is to clean that engine bay.

The foam covering is necessary -- Honda put the cover on. These are not the OEM clamps but will do.

Actually, it looks like someone replaced the factory foam insulator with a rubber hose, then added clamps to hold it in place.

They would have had to slice the hose lengthwise to get it on, hence clamps necessary to keep it in place.

Guessing original factory foam was damaged or disintegrated or something.

A very reasonable fix.
