Something custom.

They're all made to fit under the soft top, so if you want it to fit tighter to a hardtop it would probably be best to go custom.

Yep, the Hard Dog, for example is meant to fit up against the soft top. I dont think they have another version than that. And most others will be the same as far as I know. And since I am sure the various hard tops are a bit different, best to choose your top and have the fabricator build to that one to get it as tight as you can.

When going custom, you also may want to think about whether you want your top to be removable and if so, which catchers you are using--OEM w/handles or bolt on brackets. I believe harddog style bars and similar require the OEM handles to be bent due to the proximity to the main hoop. If you get a custom bar that sits even closer to the hardtop, then you might not be able to use OEM catchers at all.

How much do you guys think a custom might run?

the hardtop doesn't need to be like quickly removable , so aftermarket brackets that just secure the hardtop would be fine

Depends if you're bolting it in vs welding, and where you plan to attach it. That's labor, and of course material costs. Whether you want it painted, or the type of metal can have a huge influence in cost. A mild steel cage vs chromoly vs inconel/titanium/carbon if you want to start getting exotic.
