What bumper is this?

This is on one of the stewie's I am considering to buy. It is a a dealer so they don't know either. What name is it? And who makes it???

As soon as I buy my S2K and have the spare cash lying around. Insurance is costing me $500. No joke. Will drop to $290 next year though.
