Default Help with valve cover

so i just got done polishing my valve cover and when i was cleaning it i noticed i got a lil of the paint dust inside the manifold where the pcv valve (i think its that) and ive tried to clean out most of it but there is a bottom piece to the manifold that i cant get off that would make it much easier to clean which it looks like its riveted on, my quest6ion is there a way to remove this peice without breaking it and put it back on or would be ok for my engine to run with alil paint dust in the valve cover?

Might be a case of stripping it as far as you can and sticking it in the dishwasher.
