Anyone using this type of neck brace rather than HANS? Opinions of how effective it might be?

Those are made for dirt bikes, or maybe carting, not tracking your car. However, it's your neck (literally).
I'd suggest watching this vid. Take note when they talk about how low a speed can cause basal skull fractures (approx 9 min in)

I'd rock the standard foam donut neck restraint until you could save up for a HANS instead of running something that won't pass safety requirements if you do actually intend to do some racing that requires a HANS.
The EVS R4 has too much material behind the neck. It interferes with the seat, plus the contact point with the neck is very thin.
That alpinestars unit also looks to have too much plastic in the back to clear a seat.
The EVS R2 might be your best intermediate choice before you can afford a HANS.
The video linked above applies to cars with racing harnesses. If you have OEM belts + airbag, a HANS can't be declared as 100% beneficial.
